Resolution rules

Resolves YES if the named coin is at or above the target at the named clock, read once from the CoinMarketCap price feed at that instant. Touching the target earlier does not count. If CoinMarketCap is unavailable at the deadline, the Binance, Coinbase and Kraken median is used for BTC, ETH and SOL; otherwise the market goes to manual review.
