Resolution rules

Resolves YES the first time the CoinMarketCap price feed shows the named coin at or below the target before close, even if the price later reverses, and NO if it never does by close. If CoinMarketCap is unavailable at the deadline, the Binance, Coinbase and Kraken median is used for BTC, ETH and SOL; otherwise the market goes to manual review.
